1. Singapore issued guidelines for the use of personal data in artificial intelligence-powered automated decision systems.

The guidance provides clarity for the use of personal data to train and develop AI systems, information to be provided to consumers for obtaining lawful consent, information for third-party developers employing AI models and best practices for complying with the Personal Data Protection Act.

2. UN General Assembly adopted landmark resolution on artificial intelligence 

The UN General Assembly recently adopted a significant resolution focusing on promoting safe, secure, and trustworthy artificial intelligence (AI) systems for sustainable development.

This landmark resolution, led by the United States and supported by over 120 Member States, emphasizes the importance of respecting human rights in all aspects of AI design, development, deployment, and use. It recognizes AI’s potential to advance the 17 Sustainable Development Goals, marks the first time the Assembly has addressed regulating AI, and calls for international cooperation to bridge the digital divide and ensure inclusive access to AI benefits.

3. China issued revised rules governing cross-border data transfers

The Cyberspace Administration of China issued revised rules governing cross-border data transfers, which address reporting standards for security assessments of data exports. Data generated from commerce, including information connected to international trade and transportation that does not contain personal data or “important data,” is not subject to the new rules.

4. India asks tech firms to seek approval before releasing ‘unreliable’ AI tools

India has asked tech firms to seek its approval before the public release of artificial intelligence (AI) tools that are “unreliable” or under trial, noting they should also be labelled for the potential to return wrong answers for user queries.

The use of such tools, including generative AI, and its “availability to the users on Indian Internet must be done so with explicit permission of the Government of India,” the country’s IT ministry said in an advisory .

5. South Korea investigates Worldcoin’s data collection

South Korea’s Personal Information Protection Commission launched an investigation into World Coin after it collected iris and facial scans at 10 locations. The investigation builds on other enforcement actions against biometric cryptocurrency project in Hong Kong and Kenya.

The Personal Information Commission plans to conduct investigations into the overall collection and processing of sensitive information and overseas transfer of personal information under the Personal Information Protection Act and, if violations are confirmed, take action in accordance with relevant laws and regulations.

6. Singapore’s PDPC updates guide on children’s data protection

The Advisory Guidelines clarify how the data protection provisions in the Personal Data Protection Act 2012 (“PDPA”) apply to children’s personal data in the digital environment.

The Guidelines should be read in conjunction with Chapter 8 of the PDPC’s Advisory Guidelines on the PDPA for Selected Topics (Data Activities Relating to Minors) as it covers the application of the data protection obligations on general activities for minors (i.e. individuals who are less than 21 years of age).
